On the morning of the 14th in Hanoi, Vietnamese Prime Minister Pham Minh Chinh attended and delivered a keynote speech at the forum titled " Vietnam proactively develops the semiconductor and artificial intelligence (AI) industry in the new era," held within the framework of the 2025 International Artificial Intelligence and Semiconductor Conference (AISC 2025). He emphasized that Vietnam has identified rapid and sustainable development based on technology, innovation, and digital transformation—particularly in emerging industries such as artificial intelligence and semiconductors—as a key national strategy. He also expressed Vietnam’s hope for international support in shifting the country’s development trajectory.

At the forum, experts from leading global and Vietnamese technology groups such as Aitomatic, NVIDIA, Soitec, Honeywell, and FPT provided valuable insights and recommendations to help Vietnam proactively develop its semiconductor and AI industries and strengthen its position on the global technology map. They affirmed that Vietnam's strategy of leveraging technology, innovation, digital transformation, and AI for growth is a sound approach and a key driver for advancing the digital economy. Experts also shared global trends in digital transformation and innovation, insights into Vietnam's role in the semiconductor and AI industries, key factors to enhance international competitiveness through advanced technology, breakthroughs in chip manufacturing processes, and Vietnam’s potential to become a hub for research, AI, and semiconductors.
At the event, the National Innovation Center and relevant partners announced initiatives to strengthen Vietnam’s capabilities in semiconductor and AI technologies. Additionally, they introduced the Vietnam Innovation Challenge 2025, themed “Building an Open-Source Vietnamese Language Database for AI Research, Development, and Application.”
Vietnam’s Vision for AI and Semiconductor Development
In his address, Prime Minister Pham Minh Chinh reaffirmed Vietnam’s commitment to leveraging technology, innovation, and digital transformation to drive the growth of the green economy, digital economy, circular economy, and innovation economy. He underscored the importance of fostering emerging industries such as AI, cloud computing, the Internet of Things (IoT), and semiconductor manufacturing.
He acknowledged that institutional barriers are the biggest challenge to development but also hold the greatest potential for breakthroughs. Therefore, Vietnam is focused on creating a robust regulatory framework for semiconductor and AI development, reducing compliance costs for businesses and individuals, and streamlining administrative procedures by 30%.
Vietnam also prioritizes the development of strategic infrastructure to support AI research and semiconductor production. This includes investments in transportation infrastructure to lower logistics costs and improve the competitiveness of goods, as well as the expansion of information, telecommunications, digital, and energy infrastructure to ensure stable electricity supply, even in remote areas. A key goal is to train 100,000 semiconductor and AI engineers in the coming years—an ambitious challenge that Vietnam is addressing through educational reforms, enhanced basic research, English language training, and structured talent development programs.
Building a Thriving AI and Semiconductor Ecosystem
Vietnam is actively developing an AI and semiconductor ecosystem by establishing research and development centers tailored to the country’s conditions and capabilities. The government is also fostering a dynamic startup ecosystem that aligns with new industry standards and national development needs. Additionally, plans are underway to establish regional and international financial centers in Ho Chi Minh City and Da Nang.
To drive transformation and meet the demands of emerging industries, Vietnam seeks international cooperation in strategic planning, methodologies, solutions, and long-term development visions. The country is looking for practical, feasible, and effective support that aligns with its local context and global trends.
Vietnam hopes international partners will provide recommendations for improving its institutional framework, financial assistance such as concessional loans, and support for establishing investment funds, including venture capital funds. The country also seeks partnerships to develop financial centers, upgrade its securities market, and facilitate technology transfers through R&D centers. Additionally, Vietnam aims to integrate its businesses into global supply chains and production networks.
Prime Minister Pham Minh Chinh called on global corporations to prioritize the inclusion of Vietnamese professionals in leadership and management positions, offer employment opportunities in leading enterprises, and collaborate with Vietnam to train high-quality human resources. He emphasized the need to develop international training centers and institutions focused on emerging fields such as semiconductors, AI, quantum optics, cloud computing, and biomedical technology.
Vietnam’s Commitment to Foreign Investors
Pham Minh Chinh reiterated the Vietnamese government’s commitment to creating favorable conditions for foreign enterprises to invest, grow, and operate efficiently in Vietnam. He assured that foreign businesses will have their legitimate rights and interests protected, enabling them to enhance their production and business performance.
